The Vulnerability Registration Service (VRS) is a secure service that allows you to share information about your circumstances with organisations you deal with, such as utility companies, financial services, or local authorities. Its purpose is to help organisations understand when someone may need extra care, flexibility, or support.

By registering, you don’t have to explain your situation repeatedly to different organisations, across every sector. Any organisation that works with us will be able to see that you’re registered, and treat you more appropriately. The VRS helps organisations recognise that you may be vulnerable and take that into account when they communicate with you, provide services, or offer support.

The VRS is for anyone who feels their personal circumstances may make it harder to manage everyday services at times. This could include health conditions, disabilities, mental health challenges, caring responsibilities, financial difficulty, bereavement, or major life changes. You do not need to be in crisis to register.

Organisations who work with the VRS will be able to see your information. They may include financial services, banks, utilities and your local authority. Your details are protected and shared securely, in line with data protection laws. Not all companies access the VRS so it may be, even if you are registered, one of your service providers will not know your circumstances.

Organisations use your information to better understand your needs and respond appropriately. This may include offering flexible payment options, adjusting how they communicate with you, allowing extra time to respond, or signposting you to additional support.

The VRS itself does not provide direct support, but it helps organisations recognise when support may be needed. This makes it more likely that they will offer suitable help or refer you to relevant services.
Registering through VRS will lead you to links to many companies who can provide you with help. These include debt advice, help with income and expenditure, benefits calculators, help with bereavement or if you are unpaid carer.

You can register online by completing a simple form. You’ll be asked for basic details and information about your circumstances. The process is designed to be straightforward and accessible.

You can update your information at any time once you have created an account. If your situation improves or changes in a different way, keeping your record up to date helps organisations respond appropriately. You can also delete you registration

Yes. When you register with us, you can select options to tell companies what help you need, and how they can support you best. This helps organisations understand not just that you are vulnerable, but how they can best support you.

Yes. A third party can register you with your consent or where they have the legal authority to act on your behalf. Occasionally, organisations may register somebody if it is in their interests to do so e.g. if they are at risk of harm or extreme financial hardship.

Yes, you can register someone else if you have the authority and are acting in their best interests, for example as a carer, advocate, or appointee. If you hold a Power of Attorney, we will ask for a copy of this as part of the registration process.

No. Registering with the VRS does not affect your credit score and is not a credit check. It is purely about helping organisations provide appropriate support.
