Putting people at the heart of every decision.
The Vulnerability Registration Service (VRS) exists to make life easier for people in vulnerable situations - and to help organisations treat customers with fairness, dignity, and understanding.
Our Mission
To create a single, secure place where people can register their vulnerabilities once and have that information shared with trusted organisations that need to know.
We believe everyone deserves fair treatment, without having to repeat difficult circumstances again and again.
Our Approach
We take a collaborative, ethical, and data-secure approach to every registration.
Our principles guide everything we do:
Consent first. We only share information when the individual agrees.
Security first. Data protection and privacy are at the core of our platform.
Fairness first. We help organisations provide inclusive, responsible support.
Our goal is to make vulnerability registration a normal part of customer care — not a difficult conversation.
How It Started
VRS was founded to fill a vital gap: there was no central way for individuals to communicate their vulnerabilities across multiple sectors.
Working with financial services, utilities, and charities, we created a national database that lets organisations recognise and support customers appropriately.
What began as a small initiative has grown into a UK-wide service helping thousands of people and hundreds of organisations handle vulnerability with care and compliance.
Meet Our Advisory Board
VRS is guided by an independent Advisory Board made up of experts from financial services, regulation, and consumer protection.
Their insight ensures transparency, integrity, and continued alignment with UK data-protection and vulnerability standards.
Our Partners & Members
We work with a growing network of responsible businesses, government bodies, and charities who share our vision of fair treatment for all customers.

FAQs
Find answers to common questions about how the Vulnerability Registration Service works for Individuals, who can use it, and how your information is protected.
What is the Vulnerability Registration Service?
The Vulnerability Registration Service (VRS) is a secure service that allows you to share information about your circumstances with organisations you deal with, such as utility companies, financial services, or local authorities. Its purpose is to help organisations understand when someone may need extra care, flexibility, or support.
How can it help me?
By registering, you don’t have to explain your situation repeatedly to different organisations, across every sector. Any organisation that works with us will be able to see that you’re registered, and treat you more appropriately. The VRS helps organisations recognise that you may be vulnerable and take that into account when they communicate with you, provide services, or offer support.
Who should register on the VRS?
The VRS is for anyone who feels their personal circumstances may make it harder to manage everyday services at times. This could include health conditions, disabilities, mental health challenges, caring responsibilities, financial difficulty, bereavement, or major life changes. You do not need to be in crisis to register.
Who will see my information?
Organisations who work with the VRS will be able to see your information. They may include financial services, banks, utilities and your local authority. Your details are protected and shared securely, in line with data protection laws. Not all companies access the VRS so it may be, even if you are registered, one of your service providers will not know your circumstances.
How will organisations use my information?
Organisations use your information to better understand your needs and respond appropriately. This may include offering flexible payment options, adjusting how they communicate with you, allowing extra time to respond, or signposting you to additional support.
Can you help me get support?
The VRS itself does not provide direct support, but it helps organisations recognise when support may be needed. This makes it more likely that they will offer suitable help or refer you to relevant services.
Registering through VRS will lead you to links to many companies who can provide you with help. These include debt advice, help with income and expenditure, benefits calculators, help with bereavement or if you are unpaid carer.
Take the first step toward fairer treatment and peace of mind.
Register with the Vulnerability Registration Service today and make sure trusted organisations understand your circumstances - so you get the support you deserve.
